The photo below depicts a barge loading exercise at Anchorage, and provides a classic example in how to conduct that work in an extremely unsafe way.
Federal OSHA (which, in a comparative sense, is extremely active on the waterfronts of that State) would take a very dim view of this particular method of operation.
