As a staffer writing OSHA's regulations for marine terminals in the early 1980's, I can vividly recall a heavy lobby coming my way (via president Reagan's Office of Management & Budget) from the Port of Long Beach port authority. 

Their safety director swore up and down (I've still got his written submissions somewhere) that Southern California never experienced strong winds, and thus the regulations that were proposed dealing with the securing of rail mounted cranes when threatening wind conditions are present would have been totally useless at Southern California ports.....
