The bridge fittings shown below, represented to me as being spotted aboard a vessel at a Libyan port, will never be officially entered into the ship's mandatory cargo securing manual.

I work at Misurata free zone port in Libya, I am operator "crane man" working on ZPMC gantry crane.
I didn't see this happened before but I am sure that will happened but my question is who is responsible for this? Is it the port or the workers of this ship?

Ron Signorino Mohammed: Ultimately, the ship's master bears responsibility for conforming to the mandatory cargo securing manual's direction. He (and his officers) should not allow the stevedore to arrange lashing in that manner.
