ACL and MSC vessels waiting at the bar because of the problems with the Gladstone locks

Does anyone know why the above vessel would sail from anchor in Liverpool Bay to a position adjacent to Gladstone Lock in the Mersey as though about to enter the lock, then promptly turn about and head back to anchor in Liverpool Bay? This is exactly what she did last night, and at the last time of checking,she was still in Liverpool Bay.

Gladstone Dock lock gates out of action for up to 10 days due to big tide damage.The ships left inside can leave via the Langton Dock lock gates.L2 is unloading a small box ship that was due to enter the docks.

MSC Itea berth on L2 yesterday lunch time and is due to sail around 2300 tonight. In the meantime no large vessel can enter or exit the system, unless it can pass through the Hornby Passage, until the repairs are complete.
