Brexit Could Facilitate Free Ports in UK

Rishi Sunak, a member of the UK Parliament representing Yorkshire, has written a new policy paper in conjunction with the Centre for Policy Studies on the post-Brexit potential for customs-free ports.
In a free port (better known as a free trade zone or a foreign-trade zone), shippers and manufacturers can do business without paying taxes – unless they ship goods into the surrounding nation. If they use the port area for making and shipping goods for export, or for transshipments, they do not incur any tax penalty. Jebel Ali is among the best-known examples: it hosts thousands of businesses with over 100,000 employees, and it accounts for 20 percent of the UAE's foreign direct investment.
Sunak notes that free ports tend to attract and support manufacturers, who provide relatively high wage jobs. UK manufacturing has fallen far from its peak in the 1950s, and now ranks at number 30 out of the 35 OECD countries. But if UK free ports were as successful as their U.S. counterparts, they could create over 80,000 new positions, Sunak says. 
The U.S. has about 250 designated zones of this type. Prominent examples include Port of Seattle, Port of Houston and LA / Long Beach. Currently the UK has none, as EU regulations make them exceedingly difficult to create.
If Brexit is completed as planned, EU rules will no longer apply to Britain, allowing the UK government to alter the terms of its tariff and trade arrangements as it sees fit – including, potentially, the creation of free ports, Sunak says. (Sunak was among the backers of the Leave campaign.)
“As the date of our departure draws closer, it will be the responsibility of Government to ensure Britain is not timid in seizing those opportunities," Sunak said in a recent interview.
The British Ports Association told Ports Strategy that it will have to carefully assess what free port designations would mean for its membership before fully endorsing the proposal.
BPA has held its own talks with the government about how to ensure that Brexit does not hurt seaports – especially in making certain that any new customs and border controls do not negatively impact freight processing.



The Free Ports Opportunity

Brexit provides a new trade opportunity for Britain: the creation of Free Ports.

EU law has long held back the potential of British ports. In The Free Ports Opportunity (a new report published by the Centre for Policy Studies on Monday 14 November), Rishi Sunak MP shows how Brexit would bring an end to this, allowing the introduction of Free Ports across the nation.

Already successful in the USA, Free Ports would provide a fast response to Brexit that would increase manufacturing outputreinvigorate the North, and promote trade.

Free Ports are areas that, although inside the geographic boundary of a country, are considered outside the country for customs purposes. This means that goods can enter and re-exit the port without incurring usual import procedures or tariffs – incentivising domestic manufacturing. 
 
  • Free Ports could create more 86,000 jobs for the British economy if they were as successful as those in the United States.
  • Free Port jobs would mainly be created in areas outside London where economic need is higher. Of the UK’s 30 largest ports, 17 are in the bottom quartile of Local Authorities when ranked by the ONS’ Index of Multiple Deprivation and three quarters are in ‘below average’ Local Authorities.
  • Leaving the EU will enable Britain to capitalise on the Free Port opportunity. Today, the EU Customs Union and EU State Aid laws make this almost impossible.
  • Free Ports have a broad appeal that could command bipartisan support, allowing the policy to act as a rapid response to Brexit.
  • Free Ports policy is fundamentally simple and is supported by a wealth of international precedent – making implementation possible over a short timescale.
  • Ports are already a vital strategic asset for the UK economy, accounting for 96% of all trade volume and 75% of trade value.
  • Free Ports programme would build on an existing UK strength and reconnect us with our proud maritime history: Britain’s port infrastructure is world class, and the UK ports sector is already the second largest in Europe.

The potential of British ports could be unleashed in the aftermath of Brexit, if the UK quits the EU customs union, according to a new report.
To counter the trade shock following Brexit, Tory MP Rishi Sunak and Associated British Ports, the UK’s largest port operator, called for free foreign trade zones to stimulate trade once the UK is not constrained by the Customs Union and EU state aid laws.
The concept of Free Ports is thousands of years old (with Delos in Ancient Greece having originally pioneered the concept). Today they prosper all around the world.
In a paper by the Centre for Policy studies, Conservative MP Rishi Sunak writes that Britain could boost trade by adopting a policy of creating free ports.

The UK Government must raise the priority of trade and ports in a post-Brexit world, particularly in the allocation of infrastructure funding, said James Cooper, chairman of the UK Major Ports Group, at the group’s annual reception in Westminster.
Mr Cooper, who is chief executive of Associated British Ports, said the Government must also ensure the best possible access to international markets, minimise disruption at international borders to the flow of cargo and people, and secure new trade deals with the rest of the world as soon as possible. 
Britain is an island nation that depends on trade for its prosperity, he said. “The ports industry looks to the Government to introduce expressly pro-trade policies.”
Shipping minister John Hayes, who voted for Brexit, said trade had always been the lifeblood of the country, pre-dating European Union membership, and it would continue to be so.
“The overwhelming majority of what we want, desire and, sometimes, need is brought in through our ports and ports will continue to be vitally important,” he said. “I think this will grow post-Brexit.”
He praised the willingness of ports to invest, and the dynamism of the industry, which he said equipped it to deal with change and invest accordingly.
“Ports and shipping are vitally important for the whole of our country’s interests. My pledge is that I will defend and work in pursuit of the interests of this wonderful maritime sector.”
