TC0980 - Berth 9 Yard Expansion - Port of Felixstowe

 Scope of Project

1.The Berth 9 Yard Expansion project involves the design and construction of approximately 18 Hectares of paved container yard behind the Berth 9 finger pier which was constructed under two contracts; Felixstowe South Reconfiguration Phase 1 (2011) and Berth 9 Extension (2015).  This includes approximately 3.2 Hectares of reclamation and ground treatment to the area immediately behind the finger pier.  Drawing F1034/01 shows the draft General Arrangement for the scheme.  

 2.Except for the area of reclamation behind the Berth 9 finger pier, the majority of the yard area is already paved and used in various forms for container storage.  These areas are, in the main, to be broken out to facilitate the new container yard and services which are to be constructed to align with the existing yard area to Berth 8. 

3.Due to the ongoing demand for yard capacity, areas of the Site are to be made available to the contractor in Sections, such that possession of the Site and taking-over of completed Sections is phased.  Drawing F1034/08 indicates the anticipated Sectional Completion and Phased Handover Areas.

 4.The majority of the adjoining Berth 8 & 9 Terminal is to remain operational throughout the construction, completion and commissioning of the Works, including the main In Gates and Temporary Holding Area.  The contractor will be required to provide temporary traffic diversions to route operational traffic through and around the Site during the course of the Works.
 5.The Works include a southern return wall to enclose the area of reclamation.  The wall, anticipated to be of tied steel piled construction approximately 90m long, is to extend from the eastern corner of the return wall constructed for Berth 9 Extension and tie-in with the old Landguard Quay wall.  The enclosed area behind the finger pier was dredged to the underlying firm clay layer and filled with granular material to circa -2.0mCD in 2014.  Any silt accretion in this area, along with existing revetment, is to be removed before the area is filled to suit the new pavement levels.  Ground improvement within the area will be required to limit settlement in accordance with the Employer’s Requirements. Consideration will also need to be given to controlling differential settlement between the existing and new facilities.

6.The new container yard blocks will be serviced using electric rubber-tyred gantry cranes (eRTG) and the Works will include the construction and installation of the conductor rail systems for the eRTGs, together with substations and HV/LV networks.

7.With the exception of the new Empties Park at the southern end of the Site, the pavement to all trafficked areas, including the eRTG runways, will be pavement quality concrete.  The non-trafficked areas, ie container stacks, will be concrete block paved on CBGM.  It is anticipated that the new Empties Park will be CBGM or wet-lean concrete overlaid with asphalt surfacing.  Drawing F1034/14 (draft) indicates the paving designations and settlement limits.


8.In summary, the Works to be undertaken include the design and construction of the following:

·Southern return wall to enclose the area of reclamation behind the Berth 9 finger pier, including cathodic protection, safety furniture and tie-in works with the existing return wall and Landguard Quay wall;

 ·Silt dredging, revetment removal and granular fill reclamation to the infill area behind the Berth 9 finger pier, including ground treatment to limit future settlement to specified values and transition zones with existing structures;

 ·Localised dredging for the southern return wall;

 ·Demolition of existing structures and facilities as necessary, including quay walls, capping beams, cathodic protection, crane rails, ground slabs, pavements and hardstandings, substations, lighting towers, sewers and drainage, water mains, cabling, ducts and drawpits;

 ·New ancillary works and services including surface water drainage, power supply and HV/LV distribution, reefer gantries, eRTG conductor rails, communication ductwork, potable water supply system, tower lighting and handrailing;

 ·Heavy-duty pavement (PQC, CBGM, block paving and asphalt), markings and signage;

 ·Lightning protection and earthing systems;

·Fire-fighting facilities, including piped supply system with underground hydrants.
